Hello friends! Tonight I figured I would show you and talk to you for a few minutes about the the Revlon Barely Legal Neon Polish that has just landed in many stores. With my acrylic nails being off, I am enjoying all the bright colors again! Its been a lot of fun seeing color on my nails!
So first off.. did you know that neon polishes are illegal in the US.. YEP! Can you freaking believe it?? I dug around and found out that
“The FDA requires that all cosmetic colorants be approved for use. Colorants used to create, neon, day-glo or glow-in-the-dark nail polishes have not gone through the FDA approval process, so technically they are not allowed for use for nail polish applications.”
"The FDA requires that all cosmetic colorants be approved for safety, and each batch must be certified for purity. While there may be nothing inherently wrong with neon colorant, it is not used by responsible companies including OPI, as it has not gone through the rigorous FDA approval process ... To note, OPI will be launching Outrageous Neons this summer – to be sold in professional salons – with a new formula featuring neons that have been FDA-approved."
I think that's nuts that the FDA hasn't approved of any neon polishes. I guess they do have bigger fish to fry but it crazy that they really do have laws against neon polish!

Well.. Revlon has figured out a way to get around that..
Here are the new neon polishes..7 shades total. They say to paint your nails 2x with the white base and then apply the color and it will really intensify the neon color.
I decided to ty out..

Barley Legal Neon Polish in color #2 High Voltage -

I gave it my best to get it on my nails. It wasn't so easy either..
The white end is ok.. nothing special for a white polish. It was a little runny but it did dry rather fast. The neon side was much more difficult to use though. It was thick and I used 4 coats to try to get a even application which never happened. No matter how many times I painted my nails it still was a bit streaky. All the coats that are required to get a decent look.. are thick and soft. It was almost a gooey type of formula.
Not to mention that the amount of actual nail polish in the little jar is not much at all. After using this one time on my nails.. you can totally see that a ton was used. It was also hard for me to get every bit of the white covered up. I had to clean up after because that white color really stands out.
While the color is bright and fun, the work and effort alone to getting a good application are just not worth it. =( In addition to the white and neon polish.. I had to use a top coat and that was just a lot of work to do! So my final verdict is..
Leave these polishes on the shelves. I am sure there are better bright colors than these.. I think they are kinda
gimmicky and really are are a total waste of money. I don't know anyone who will just use the white color alone..and the neon color runs out very fast due to all the coats you have to apply.

because while this is a pretty bright color.. it just sucks to apply and only after a a couple of hours its chipping.. So I will hunt for other bright colors to use instead of any from this line.
